Development Victoria, commissioned by Sport and Recreation Victoria, prepared a full business case for the project. The commercial services input included consumer research and demand assessment, a commercial activation assessment, economic impact analysis and development of Value Capture and Creation opportunities.

The commercial services input, conclusions and recommendations on project and options viability have helped Development Victoria to submit a holistic business case for the State Basketball Centre extension.
